How to Unlock Enter the Electi Part 2 in Borderlands 4
Enter the Electi Part 2 is part of a questline that starts with Enter the Electi Part 1. Complete Enter the Electi Part 1 first before unlocking The Council Divided.
Complete Enter the Electi Part 1
Before you can access this mission, you must finish the first part of the Electi questline. This involves helping Leader Willem establish initial contact with his operatives throughout Carcadia.
Borderlands 4 Leader Willem Location
You can then start the side mission by talking to Leader Willem in the northeastern part of Carcadia, southeast of Ruined Sumplands.
Willem can be found in a makeshift command center, surrounded by surveillance equipment and maps of the area. He'll provide you with the devices needed for the mission.
Enter the Electi Part 2 Walkthrough Guide
This mission involves placing surveillance devices around Carcadia to help Willem monitor Electi activity. Here's how to complete each objective:
Place Willem's Devices
At the start of the mission, pick up Willem's device and place five of them in the search area to the west of Carcadia.
Willem's Device Locations
Device Location 1
Northeast of the search area, up the stairs.
Device Location 2
Just north of the first location, on the scaffolding.
Device Location 3
In the dark corner near the center of the search area, by the stairs.
Device Location 4
West of the search area, between bags of cement and market stalls.
Device Location 5
North of the search area, near the lockers.

Return to Leader Willem
Once you've placed all of Willem's devices, return to him and press the button on the console to complete the mission.
After activating the console, you'll witness a short cutscene showing the devices activating and Willem's surveillance network coming online.

- Item Reward: "Willem's Watchful Eye" (Unique Shield)
- Mission Progress: Unlocks "The Council Divided" mission
Willem's Watchful Eye Shield Stats
This unique shield provides enhanced damage resistance and occasionally highlights nearby enemies through walls when your shield is depleted.
