How to Unlock Mob Rules in Borderlands 4
Mob Rules is part of a questline that starts with Mob Mentality. Complete Mob Mentality first before unlocking Mob Rules.
You can then start the side mission by talking to The Boss in The Pit, southwest of The Low Leys.
Complete Mob Mentality
Before attempting Mob Rules, ensure you've completed the prerequisite mission Mob Mentality, which introduces you to the faction and characters.
Borderlands 4 The Pit Boss Location
The Boss can be found in The Pit, located southwest of The Low Leys area. Look for the distinctive crimson rock formations.

Meet Contact
Take the Cash and Head to Sainted Cup
Take the cash on the table and head southwest to the Sainted Cup. Climb up to the upper level using your grappling hook to access the bell shrines.
Shoot the Bells in Correct Order
There will be three shrines in the area with three bells around them. Shoot the blue bell in the middle shrine first, then shoot the orange bell in the shrine to the left, and the purple bell in the shrine to the right.
Place the Cashola and Meet Messaging Micki
After signaling The Boss's contact, place the cashola on the table near the middle bell shrine and Messaging Micki will appear from underneath.
Defend Against the Ambush
Kill the ambushing rippers to proceed! These enemies are fast and attack in groups, so use area-of-effect weapons for best results.
Interact with the Digistruct Package
Interact with the package in the middle shrine to digistruct it. You will then have to go to The Boss's hideout to complete the process.
Take Cracked Tech
Head to The Boss's Hideout
Head northeast to the Boss's hideout. Go to the cliff and glide across the gap, then use your grappling hook to reach the hideout on the other side. Kill the manglers in the area before proceeding.
Place Package in Cracking Device
Once it's clear, interact with the panel next to the door to open it. Enter the hideout and place the package in the middle of the cracking device to begin the decryption process.
Activate the Cracking Device
Activate the cracking device by pressing the button on the generator next to it. Be prepared for potential enemy reinforcements during this process.
Take the Cracked Tech and Return to The Boss
Take the cracked tech and return to The Boss to deliver the package. This will complete the mission and unlock your rewards.

Completing Mob Rules will reward you with the Claver Skin, an ECHO-4 Paintjob that you can use in the Customization menu. This skin features unique tribal patterns and vibrant colors that stand out in the Borderlands world.
